  • Overview

    The Global Trade Compliance team is responsible to support all business functions related to cross-border transactions.

    Responsibilities

    • Policies, Procedures, Processes (Creation & Implementation)
      • Creates Trade Compliance Policies and Procedures, where required or assigned by the
        manager.
    • Systems & Product Database Management / Trade Data Management (e.g., HTS, ECCN, COO)
      • Works on complex classification issues, e.g., researches and drafts binding
        rulings/binding tariffs.
      • Classifies items in HS tables.
      • Recommends classification approach, reasoning to the leader of the department.
    • Regulatory Updates & Guidance to Various Internal & External Stakeholders
      • Responsible for maintenance of the regulatory updates in the GTCO's library.
      • Contributes to the guidance letters and announcement to be issued to the larger
        organization.
      • Researches legal regulatory requirements to apprise the GTCO team and other
        functions.
    • Customs Broker Selection & Management
      • Where required, manages Customs Brokers, directs Customs Broker compliance level to
        the extent provided for in the SOPs.
      • Where necessary, challenges requests from Customs Brokers that may not be required
        by the government.
      • Provides recommendations for Customs Broker that ought to be selected for use.
    • Clearance / Processes / Export Controls (Export, Import or Both)
      • Provides Trade Compliance training service to internal clients.
      • Manages complex projects in various countries.
      • Coordinates various functions, independently leading to the projects' succesful
        conclusions.
    • Recordkeeping
      • Ultimately is responsible for proper recordkeeping of procedures and policies.
      • Responsible for all records availability upon demand.
    • Trade Compliance Audits & Investigations
      • Conducts Trade Compliance audits / Risk Assessments.
      • Provides insight available with significant experience.
      • Further develops and maintains comprehensive Trade Compliance Programs. Conducts
        complex audits independantly.
    • Training (Internal & External)
      • Conducts Trade Compliance audits / Risk Assessments.
      • Provides insight available with significant experience.
      • Further develops and maintains comprehensive Trade Compliance Programs
    • Communication with the Government
      • Develops and maintains Trade Compliance Network, present at the conferences

    Qualifications

    • Preferred Education:
      • Master's degree and an advanced degree is required (preferred focus of the advanced degree is on Business, Finance, Communication, or Law); for U.S. only, Licensed Customs Broker (LCB) experience is required in place of an advanced degree with a Bachelor's degree in Business, Finance, or Communication.
      • Certified Export Specialist (CES) or its regional / country equivalent is required.
      • Certified Import Specialist (CIS) or its regional / country equivalent is required
    • Preferred Work Experience (years):
      • A minimum of 8-12 years of direct trade compliance experience, such as regulatory work experience with import or export laws & regulations, or both is required. At least two (2) years of continuous commodity classification (export or import) experience is preferred.
      • SG Customs officials experience for 5 years and industry trade work experience (or at Big 4) at least for 3 years. 
    • Key Skills and Competencies:
      • Export license application experience (including commodity classification determinations, Commodity Jurisdiction, sanctions work, etc.) is preferred
      • Excellent writing skills are required.
      • Excellent communication skills are required.
      • Project Management knowledge is required.
      • Advanced knowledge of MS Word and Excel is required.
